We build systems for municipalities (เทศบาล) and subdistrict administrative organisations (อบต.), from budget disclosure to online citizen services. Each agency gets its own system, on its own server, and keeps its own data.

NICH TEC builds systems for Thai local administrative organisations as modules on one platform: budget transparency, burn permits, dog and cat surveys, and child development centre management. The budget transparency system runs live at Don Kaeo Municipality, Saraphi district, Chiang Mai.

Online burn permits
Farmers apply for agricultural burn permits without travelling to the office. Officers decide in the system and see a daily overview during haze season.
Dog and cat survey
Turns the local dog and cat survey into a system: data from every village in one place, exportable as a report.

Children, guardians and daily centre work in one place, with less paperwork for teachers and staff.

Where it helps with ITA
In the 2026 (B.E. 2569) Integrity and Transparency Assessment, the open-data section (OIT) has 26 items worth 30 of 100 points. Our systems help with two items whose information has to stay current all year.

Questions people ask
Where is the system installed, and who owns the data?
On each agency’s own server. The data belongs to the agency and is never pooled with other organisations.
Does it really help with the ITA score?
It helps with disclosure. Budget transparency publishes project-level budget and spending, which relates to item o6, and services that complete online relate to item o10. Scores are the assessors’ judgement, so no system can guarantee them.
Do we need our own IT staff?
No. Staff update data through a back office that works like filling in a form. We train them and handle the technical side under an agreed support plan.

Yes. Don Kaeo Municipality’s budget transparency system is public at budget.donkaewsarapee.go.th, and we can demo the back office for you.
